Reorganisations in the Commission are complex processes involving a large number of staff, undergoing several typical phases, and using different instruments, such as the so-called Chambre d`Ecoute, which listens to staff affected by the reorganisation with the objective to identify individual solutions compatible with the interest of the service.
At the same time, each reorganisation is specific to the situation of the DG concerned. The following case studies concern three large-scale reorganisations which happened in the years 2010, 2011 and 2012 respectively. They demonstrate the range of possibilities and reflect the changing context of resource constraints
The first case study describes the split of the former Directorate General for Transport and Energy (DG TREN) into two new DGs. The second case study describes the merger of two former DGs into the Directorate General for Development Co-operation (DG DEVCO). The third case study is about the reorganisation of the Directorate General for Information Society and Media (DG INFSO) where innovative methods of human resource management and internal communication were used.
