Target audiences can be seen at two levels: at a strategic level this paper is addressed at those who shape reorganisations within the European Commission, in particular DG Human Resources and the Secretariat General. At a more operational level this paper is addressed at those who are actively involved in reorganisations. Typically reorganizations involve the top management of the respective DG, its human resources unit, its unit in charge of internal communication and other actors.
